Supreme Court of Greece (Areios Pagos): The judges poised to become President and prosecutor of the Supreme Court

Anastasia Papadopoulou, Director of the National School of Judges and current Vice President of the Supreme Court, is the frontrunner for the position of President of the Supreme Court, while Deputy Prosecutor Konstantinos Tzavellas is seen as the likely choice for Prosecutor of the Supreme Court.

With the imminent retirement of current President Ioanna Klapa and Prosecutor Georgia Adeilini, their successors are expected to be appointed imminently. For the first time, the Floridis Law was implemented, allowing judges and prosecutors themselves to pre-select, via secret ballot, the colleagues they consider suitable for promotion. The selected names are then submitted to the Parliament’s Conference of Presidents, which interviews the candidates and, following a vote, recommends them to the Minister of Justice.

According to Proto Thema, Anastasia Papadopoulou—currently General Director of the National School of Judicial Officers and Vice President of the Supreme Criminal Court—is the most likely choice for Supreme Court President. She was promoted to Supreme Court Judge in August 2021 and to Vice President in August 2023. She was elected first in the parliamentary vote with 16 votes and, if appointed, will serve as President for one year, retiring in June 2026. She ranks third in seniority after the upcoming retirement of six vice presidents.

Another potential candidate for the presidency is Alexandra Apostolaki, also a Supreme Court Vice President, who would retire in June 2027. Notably, she was the top vote-getter in the recent internal Supreme Court election. However, she is also currently designated as a regular member of the Judicial Council in the case concerning former Deputy Minister of Climate Crisis and Civil Protection, Christos Triantopoulos, who is facing charges related to the Tempi train crash.

For Prosecutor of the Supreme Court

Deputy Prosecutor Konstantinos Tzavellas is considered the most likely or even certain choice for Prosecutor. He entered the prosecutorial branch in May 1991 and was promoted to Deputy Prosecutor of the Supreme Court in July 2023. Tzavellas previously served as President of the Union of Prosecutors of Greece, and he twice held the position of supervising prosecutor of the Anti-Terrorism Unit (2012–2017 and 2018–2021). In 2023, he was appointed as spokesperson for the Prosecutor’s Office of the Supreme Court. After the retirement of seven colleagues, he now ranks 7th in seniority.

Other candidates for the position include:

  • Deputy Prosecutor Anastasios Skaras, who ranked second in the internal vote and is scheduled to retire in June 2026. He is also the alternate prosecutor for the Judicial Council in the Triantopoulos case, and is expected to assume full prosecutorial duties there following Adeilini’s departure.
  • Deputy Prosecutor and European Prosecutor Eleni Karkabouna, who placed fourth in the pre-selection. She was recently appointed as a European Prosecutor and will assume her duties in July following the retirement of her predecessor, Lambros Sofoulakis.
