A peace plan for Gaza: Starmer calls emergency cabinet meeting under pressure to recognize Palestine

It will propose a Gaza peace plan and step up aid as famine fears mount

At an emergency ministerial meeting to be held today (Tuesday), British Prime Minister Sir Kir Starmer will put on the table a peace plan for Gaza, as well as humanitarian aid efforts, in the wake of warnings of famine in the region.

The plan, according to Downing Street, was presented to Donald Trump on Monday during their meeting in Scotland.

The move comes in the broader context of mounting pressure – both internationally and domestically – on the British prime minister to move forward with recognition of the Palestinian state without delay. Although the House of Commons is already in summer recess, Starmer has decided to reconvene his cabinet in Westminster, with the main focus on supporting Gaza civilians and seeking ways to achieve a ceasefire between Hamas and Israel.

A spokesman for the prime minister said the proposals will be presented to other allies, including Arab states, in the coming days.

During his meeting with Trump, Starmer reportedly linked his initiative to the idea of an international “coalition of the willing”, similar to the one proposed to support a possible peace agreement in Ukraine.

Notably, the United States and Israel withdrew their negotiating teams from Qatar on Thursday, with Trump accusing Hamas of “not wanting a deal” and Israel saying it would seek “alternatives” for the release of hostages.

On Monday, a Downing Street spokesman said the UK, France, and Germany were working together on a plan to provide “immediate relief to those affected”. That plan, according to the same source, builds on the cooperation the three countries have worked together to date and will chart a “clear path to peace and a sustainable two-state solution.”

However, Trump said his priority remains providing humanitarian aid and feeding Gaza’s children. “Before we go to the second phase, which is what happens next, we want the children fed first,” he told reporters after meeting with Starmer.
