Russia welcomes President Volodymyr Zelensky’s statement that Kiev is willing to negotiate, but it is not clear to Moscow with whom it might negotiate, the Kremlin said today.

Zelensky made the statement in a letter to U.S. President Donald Trump, which Trump himself made public yesterday, Tuesday.

“Ukraine is ready to sit at the negotiating table as soon as possible to bring us closer to lasting peace. No one wants peace more than the Ukrainians, “Trump said while addressing the full Congress, quoting excerpts from the letter.

Asked how the Kremlin assesses this, spokesman Dmitry Peskov replied, “positively.”

But he added: “The question is with whom we will sit down. For now, the Ukrainian president is still prohibited by law from negotiating with the Russian side. So, overall, the approach is positive, but the minor differences have not changed yet.”

Peskov was referring to a 2022 decree by Zelensky in which he ruled out negotiations with President Vladimir Putin.
