Prime Minister Kyriakos Mitsotakis chaired an interministerial meeting this morning, during which the new electronic system for evaluating dozens of broader public sector services by citizens was presented.

“This is truly a special meeting today, as it concerns something that is being done for the first time in our country. Nearly 5 million citizens now have the opportunity to personally rate public services, having the primary say, with the aim of creating a more efficient and citizen-friendly state. This allows them to send their own message about everyday issues that concern them — from EFKA, the Land Registry, the Independent Authority for Public Revenue (AADE), public transportation, to neighborhood conditions, schools, cleanliness, street lighting, and many more,” stated the Prime Minister during the presentation.

The evaluation will be completed in just a few minutes through the voluntary completion of a digital questionnaire on the website axiologisi.ypes.gov.gr. The questionnaire will consist of approximately 50 questions and will cover around 45 services and agencies. Participants will rate the services on a scale from 1 (lowest) to 10 (highest), contributing to the broader framework of evaluation measures now available to the state.

The questionnaire includes content on major central bodies such as e-EFKA and AADE, public transportation, and many services or facilities provided by local governments, such as cleanliness, road quality, public lighting, parking availability, playgrounds, infrastructure for people with disabilities, and pet welfare. Citizens will also be able to rate gov.gr applications and digital services such as electronic prescriptions.

Almost 5 million Greek citizens and foreign residents registered in the National Communication Registry will be eligible to participate in the evaluation. Participants will log in using their individual Taxisnet credentials, ensuring that responses are submitted only once per person.

In addition to answering the questions, citizens will be able to write a short free-text comment and suggest services they would like to see digitized. The questionnaire will not address personal requests or include evaluations of individual employees.

The platform for evaluating public services by citizens is currently being presented by the Minister of the Interior, Theodoros Livanios, and the Minister of Digital Governance, Dimitris Papastergiou.

“Evaluation is a tool for rating a range of services. It is not an evaluation of public employees,” explained Mr. Livanios.

He stated, “The platform is accessible through gov.gr and is also accessible to people with disabilities. It is a comprehensive quantitative research questionnaire. It will run twice a year, in April–May and October–November.”

He also explained that “we enabled access through Taxisnet credentials to ensure both anonymity and the uniqueness of participation. The only data collected are the residential address and postal code.”

“We need 7–8 minutes to make the public sector better,” said Dimitris Papastergiou.

He clarified that, for now, there are no questions regarding healthcare services because a separate questionnaire is being created specifically for Health Services.

“This is a pivotal moment for the Greek public sector. The public sector has no issue being exposed to receive feedback,” concluded the Minister of Digital Governance.

As reported earlier by protothema.gr, once a user enters the platform, they are asked for their opinion on services such as the Independent Authority for Public Revenue (AADE), EFKA (social insurance), DYPA (employment agency), the Land Registry, Immigration Permit Services, and Urban Transportation. Citizens are also asked about digital services such as those on gov.gr, myHealth, electronic prescriptions, and the digital services of the Land Registry.

Citizens are also invited to express their views on services offered via gov.gr, such as the solemn declaration form, the criminal record certificate, appointments for obtaining a police ID, the Gov Gr Wallet, and many more. Local government services are also being evaluated, including cleanliness, road network conditions, municipal digital services, street lighting, etc.

Finally, citizens are asked to share based on their experiences which public services they have visited or used in the past 12 months, whether they have children in kindergarten or other school levels, and which other public service they would like to see digitized.
