Next week, the legislation for rent return

The upcoming week will see the submission of the bill concerning rent refunds, as announced today by Minister of Social Cohesion and Family, Domna Mihailidou, following the Prime Minister’s recent statements

Under this measure, starting November and on an ongoing annual basis, a portion of rent—whether for primary residence or student housing—will be refunded by the state directly into the renter’s bank account.

The new regulation provides, in an automated manner, for the refund of one month’s rent per year, based on tax declarations reflecting income from the previous year—in this case, the 2024 income data. The maximum refund for primary residence rent will be €800, increasing by €50 for each dependent child of the renter.

For example, a family with two children could receive up to €900. The maximum refund for student housing will also be capped at €800.

A family paying rent for both their primary residence and a student apartment, and meeting the eligibility criteria, can receive up to €1,700. Conversely, a family paying rent for two student residences but not for a primary home could be eligible for up to €1,600.

The refund amount will be calculated based on tax declarations and will correspond to 1/12 of the declared rent, applicable to both primary and student residences.

Income and Asset Criteria

The income thresholds for eligibility are broadened and aligned with those of the “My Home 2” program:

  • Single individuals: up to €20,000 annual taxable income.
  • Married couples: €28,000, increased by €4,000 for each child—thus, €36,000 for a family of four.
  • Single-parent families: maximum €31,000, increased by €5,000 for each additional child beyond the first.

Asset Criteria

  • For rent refund for primary residence: The total family assets, as determined by the ENFIA property tax, must not exceed €120,000 for a single-person household, with an increase of €20,000 for each additional household member.
  • For student housing rent refund: No asset limit is specified.

This measure also aims to combat tax evasion by encouraging full disclosure of rental income.

According to data from the Independent Authority for Public Revenue (AADE), the average declared monthly rent for primary and student residences is €255. Since the subsidy will be based on tax declarations, there is a risk that some citizens may receive less than they are entitled to if their declared income does not reflect the actual rent paid.
