Points of the European opposition to the US peace plan for Ukraine are compiled by the German newspaper Suddeutsche Zeitung, with emphasis mainly on European objections.

According to the SZ, Reuters reports that Europe rejects the possibility of ceding Ukrainian territory not currently under Russian occupation, stressing that negotiations for a land swap should start from the current military contact line.

In addition, Ukraine would have to retain 800,000 peacetime troops, 200,000 more than the US plan calls for.

The agency notes, however, that the original US proposals regarding Russian funds frozen in the EU have been “significantly modified. Yesterday, Chancellor Friedrich Murch called “unacceptable” the proposal for a $100 billion investment from Europe in the reconstruction of Ukraine under US control, from which the US would then receive 50% of the profits.

The Europeans argue that Ukraine should also receive security guarantees under NATO’s Article 5, and that the country’s membership of the alliance would require unanimous agreement of all members. Reuters clarifies that there is currently no consensus on this point, but Ukraine’s NATO membership has not been definitively rejected. NATO, however, will not maintain permanent forces in Ukraine, it is reported, and Bloomberg notes that the US will be compensated for the security guarantees it will provide, and sanctions against Russia will be gradually lifted.

The German news agency dpa also reports on the issue that the Europeans are calling for a general amnesty for war crimes not to be granted, and that the US proposal for a 100-day deadline for elections in Ukraine should not apply.
