Russian and Belarusian athletes invited to the 2026 Winter Olympics — But under strict Olympic Committee conditions

What the IOC announcement says about athletes with Russian and Belarusian passports — The same strict conditions apply as in Paris

The International Olympic Committee (IOC) has announced that athletes holding Russian or Belarusian passports will be allowed to compete at the Milan-Cortina 2026 Winter Olympics — but only as “Individual Neutral Athletes” (AINs). This means they will participate without any national identification or symbols.

These athletes were selected through existing qualification processes of international federations, meeting special eligibility criteria. Invitations have already been sent to selected athletes, with some having accepted and preparing to travel to Italy.

The Same Tough Rules as Paris 2024

The eligibility rules applied at the Paris 2024 Olympics remain in force for Milan-Cortina 2026. Established by the IOC in December 2023, these rules impose strict conditions for athletes from Russia and Belarus.

A special Eligibility Review Committee (AINERP) carefully examines each athlete and their support team. The IOC alone holds the authority to issue the final invitation to compete.

Participation in the Winter Games will only be confirmed once the athlete accepts the individual invitation and signs an official Participation Terms form. This form includes a clear commitment to respect the Olympic Charter — including the peaceful mission of the Olympic Movement.

Following a thorough review based on IOC decisions and guidelines, AINERP has deemed certain athletes eligible, who have since received official invitations to compete as Individual Neutral Athletes in 2026.
